If it's red bubbled rust it's likely not a stainless part. Stainless tends to rust dark and not deep or bubbled. Wouldn't be the first time an incorrect part got tossed into the wrong bin at the Ruger factory, or perhaps the gun has had some work and the previous owner substituted carbon steel...
The 454 generates significant recoil so I understand why you'd want them good and tight. That sure doesn't look right to me, especially the rear one. Perhaps try a set from an aftermarket manufacturer.

Hey fellas, do you happen to know if there is sufficient room in a new Vaquero .44 Special cylinder to rechamber it to .44-40, and is the bore correct for that round? Strikes me as a reasonably inexpensive conversion if so.
