are points counted per antler or a total on both?
i/e: a 4 point buck = 2 on left 2 on right? or 4 per antler?

Depends on where you are. This is how I've come to know it.

Western count is one side
Central and East count both sides.
Oddities are expressed as 3x5 etc
Generally a point is defined as 1" in length

Sapo has it. A buck with two points per-side is a "forked horn" here in Wyoming. A single on each side is a "spike".

If its big enough to hang a ring on, our stste counts it as a point

Yes, in MO all points count including brow times and those little 'stickers' (you can hang a ring on) if you wish. Son killed a buck several years back that was a big 12 point 'typical' but had 9 little 'sticker points' that could make it 21 points if counted.
After you get past the point count, then the more confusing 'typical/non-typical' aspect.
