My son gave me a receiver to use on another 1022 project and this is the scope base/rail that is on it and according to Ruger it's for tip off rings. Tip off and dovetails are for 3/8 grooved receivers and bases so I had a set of Warne 3/8-11mm dovetail rings but was concerned about the way they looked when mounted. Am I going to be safe using these on the tip off rail? Thanks in advance.

Go spend 20 bucks and buy a 1022 scope base by several different makers made for picatinny rail. Put any scope you want on it.
To answer your question I think that base style was used at one time. I never used them. At one point I think they came with a couple of slots also. I ended up putting any I got in the trash.

Thanks.
The reason I asked is I removed the screws to replace the base but it is secured some how and I didn't want to break the receiver. My son can't remember if he used loc-tite or what to secure it to the receiver before he attached the screws. I may try a heat gun as I have a pic rail plus spare rings to fit it.

I read that brake cleaner or soldiering gun works as well. I have a can of brake cleaner so may try that first before heating the alum.

Thanks everyone.
It was oxidation not thread locker and a little brake cleaner sprayed along the edges loosened the oxidation between the surfaces and it popped right off with minimal effort. I installed the correct base & rings then mounted the scope so it's ready for sighting at the range. I think it's going to be a shooter based on last week's trip. I had shot a single round sighter with Fed Automatch and Tac-22 which both were high then adjusted the scope. The 5 shot groups of Tac-22 look promising.
