Welcome to the Forum Harborcraft!

When Ruger was forced by the 1968 Gun Control Act to have a unique serial number for all firearms,, Bill decided to add a "prefix" to each serial number. The prefix's allowed them to identify different models. They started with 10-xxxxx for the semi-auto 22's, then the 20-xxxxx was for the Single-Six line, the 30-xxxxx was for the .357 Blackhawk line, the 40-xxxxx for the .41 mag, the 50-xxxxx for the .30 Carbine Blackhawk, the 80-xxxxx for the .44 SBH, and the 45-xxxxx for the .45 Cal Blackhawks.
It has been used until they run out of numbers,, and then they have added a 3rd digit to the prefix.

Your 60-17xxx was made in 1970.

Well Harborcraft,, that gun was made in abundance. As such,, it's not a "rare" one unless it has any unusual markings,, like an "S" or "D" as part of the serial number, or such stuff.
In general,, sadly,, even a minty one, box & all, will most often only bring in the $500-$550 range to knowledgeable Ruger folks. Other people who want such a gun & aren't as well versed in Rugers may go a bit more. But for insurance purposes, I'd list it at about $650.00.
